In a groundbreaking initiative, the Department of Science and Technology (DOST) is transforming the lives of geographically isolated communities in Region 8 through a project titled “Science, Technology, and Innovation (STI) Intervention for Sustainable Development of Smart Communities in Geographically Challenged Areas in Region VIII.” This project, part of the Community Empowerment through Science and Technology (CEST) Program, funded by the Grant-in-Aid Program and monitored by the National Research Council of the Philippines, seeks to bridge the digital divide and foster sustainable development and innovation in remote areas of Region 8, including Brgy. Mabini in Naval, Biliran (Higatangan Island), and Brgy. Calantiao in Bobon, Northern Samar.
Brgy. Mabini, located on Higatangan Island, a budding tourist destination in Biliran Province, faces several critical challenges identified through a community needs assessment conducted by DOST8. These challenges include a lack of potable water, reliance on bunker fuel generators with limited operational hours for electricity, and the absence of cellular connectivity. To address these issues, DOST8 has implemented solutions such as a solar-powered water purification system, drone technology for disaster preparedness mapping, and eco-septic tanks that reduce wastewater discharge to prevent contamination of the island’s pristine beaches. While significant progress has been made, continued efforts and support are crucial to fully realize the island’s potential as a premier tourist destination.
Meanwhile, Brgy. Calantiao in Bobon, Northern Samar—a once insurgency-affected area—has long been left behind in terms of development. Recent government programs have brought peace and infrastructure improvements to the community. DOST8 has supported the area by providing a water purification facility to ensure access to clean drinking water. To bolster local livelihoods, DOST8 has also provided an impeller rice mill to a group of rural residents and supplied the community school with STARBOOKS, an offline digital library. Despite these advancements, Brgy. Calantiao remains isolated from the broader information superhighway, highlighting the need for continued development efforts.
Connecting the Unconnected

To fully integrate Barangays Mabini and Calantiao into the broader digital network and ensure sustainable development, ongoing support is essential. DOST8 is addressing these challenges by providing reliable internet connectivity, which is crucial for the sustained socioeconomic progress of both areas. In Barangay Mabini, Naval, Biliran, where electricity supply is limited, the internet connectivity is powered by off-grid solar generator. These efforts not only resolve immediate connectivity issues but also establish a foundation for long-term growth and prosperity in these communities.
Streamlining Barangay Governance
DOST8 recognizes the importance of efficient governance in driving community development. To support this, in collaboration with CVISNET Foundation Inc., DOST8 introduced the Barangay e-System and Tools. A comprehensive three-day training program was conducted from February 7-9, 2024, at Atzero Place in Naval, Biliran. This training was attended by barangay officials from Mabini, Calantiao, and 12 other barangays in Biliran, as well as representatives from the LGUs of Naval and Bobon, and partner agencies such as the DICT. Personnel from DOST8, including those from PSTO Biliran, Leyte, Northern Samar, and the Regional Office, were also involved.
Through this training, barangay officials can now optimize daily operations and improve service delivery, making a tangible impact on their communities. The Barangay e-System and Tools are designed to enhance the efficiency of barangay operations, streamline administrative tasks, and promote transparency and accessibility in local governance. These tools cover a range of functions, including the management of permits, clearances, reports, projects, barangay information, and data on business and community populations.
To further support community development, particularly in tourism, DOST8 is launching custom websites for Brgy. Mabini and Calantiao. These dynamic online platforms will serve as digital gateways, showcasing local attractions, cultural heritage, and community events. By providing each barangay with its own dedicated website, DOST8 aims to increase visibility, attract visitors, and stimulate local economies.
A Catalyst for Innovation
Barangays Mabini and Calantiao have received a comprehensive technology package that includes a Data Receiver System (Starlink Kit – Roam, cables, access points with a range of 200-300 meters, network setup, and installation) and a Barangay Information System (desktop computer with a Core i3 processor, BeST software, monitor, mouse, keyboard, webcam, printer, AVR, UPS, and desktop speakers). However, this initiative goes beyond simply delivering technology—it’s about sparking innovation. By providing communities with the tools and training to effectively use technology, DOST is cultivating a culture of innovation and problem-solving. Technology and training sessions are being held to teach barangay officials how to use and maintain these new systems, ensuring not only the sustainability of the project but also encouraging local innovation. This approach empowers barangay officials to drive their own progress, creating a lasting impact that extends beyond the initial deployment of resources.
Survey Insights
To assess the impact of these initiatives, a Barangay ICT Facility Awareness survey was conducted among residents. The survey revealed that while most respondents were aware of basic ICT facilities, only one-third rated their accessibility and usability as excellent. The primary uses of ICT facilities were accessing barangay announcements, communicating with barangay officials, and utilizing online services. Suggestions for improvement included faster internet connectivity, additional ICT equipment, and extending free Wi-Fi access to more areas within the barangay.
Future Prospects
The impact of DOST8’s project reaches far beyond immediate benefits. As these communities adapt to and embrace new technologies, they are laying the groundwork for future advancements. Plans are already underway to expand the program, bringing more advanced technologies and resources to remote areas.
